GPS systems started to be developed significantly in the 1960’s for US military use. However, it took until 1983 after the Korean air disaster, that the system in it’s present form to start taking shape.
The last of the GPS satellites went up into space in 1994 and in 2000 the US president decreed that civilians were then able to use GPS systems with the same accuracy as the military. It took the exactness of a GPS reading down to 65 feet from 1000 feet.

Originally people would need to buy a system dependent on what they wanted to use it for. The same is true for cars. Many car manufacturers are now producing their GPS systems and probably at some point these will completely replace the automobile systems that can be brought separately.
